Cant use any lootfilters on console yet but I used neversink's in poe1 and changed some things to fit what I needed. Like not show some bases I didnt care about and added some bows I wanted despite them being not highlighted. Plus the styles for things to be bigger and more readable.

Then second question - x% increase on Elemental Attacks will it be applied on the DPS or AFTER the DPS, lets say i have Elemental damage of 9000 on my Falling Thunder, will it then scale that damage up by x%?

you mean how it only deals base lightning damage? yeah, it's underwhelming because physical damage can be increased by local physical damage mods, while elemental mods cannot.
the upside of such a modifier is if you lack 100% conversion, leaving some of the phys as phys. in this case, base lightning damage is better as it would fully benefit from modifers to elemental and lightning damage, for example.

If an item dropped with 10x the damage of a normal base item, people would be even more confused about how it got those stats. It also matters greatly for adding/removing the modifiers from the item. They can't just have weapons drop with massive variance in damage without modifiers or else 90%+ of drops of that base type become instantly worthless

Every modifier that can affect the base stats of the item is already factored in at the top. The bottom shows you how it got there, yes. This is very helpful, for example, if you have a weapon with a %physical damage mod and a hybrid %physical damage and accuracy mod. It means that you cannot easily add more %physical damage with a lucky exalt.

For martial weapons, the base stats are crit chance, physical damage, and attack speed.

For gear, it's whatever base defenses they have (evasion, armor, and energy shield).

Everything else is global.
