I ended up speccing out of anything on the tree that was costing me attack speed and it made a big difference

for a unique belt, I think your options are

1. re-roll all modifiers (divine)
2. add enchant
3. do nothing
4. divine, then multiply everything by a random value between .78-1.22 (might have those numbers a bit off)
