You have to be able to shatter enemies which means they have to be frozen which will require cold damage (or some special interaction that freezes without cold damage). You can also use a unique ring "Polcirkeln" that lets you shatter chilled enemies but that still requires cold damage (or some special interaction that chills without cold damage).

Not that I know of and there are a lot of passives that affect how fast freeze builds up so it is not just based on dmg amount

Sure. Let's say you have boots with 100 ES. If you roll a 50% modifier on the boots, the boots would then have 150 ES. If you have 100% increased ES from the passive tree, the boots would then give you a total of 300 ES once equipped

Note that you can also get %es on items like amulets (which don't inherently have ES). That then acts in the same way as a boost from your passive tree.

White with sockets or quality are still valuable for salvaging

and blues could roll as T2 thorugh T5 items which may be worth picking up

Does this mean that it applies to the rare monster u kill in the sense that the moment u kill it the drops from that rare are under the effect of the charm or is it that you now have 1 second to kill stuff after the rare and thats when the effect applies?? Lv 73 pathfinder (and there's the first mistake), over 50% res on all, playing T1 waystones to hope to find decent gear (i don't like trade, second mistake). I finished the map, killed everything in sight, sat down looking at my inventory in a big clearance, and after a couple mins, he just died.
