yes. Note that advanced and expert versions of armor can drop that has higher base stats than the normal versions. These drops are not item level dependent but area area level dependent

So you could have an ilvl 80 normal item and an ilvl 80 expert item

Most of the time, you can just check if a skill lists a duration and if it does, that'll affect it. So things like temporary buffs on yourself or debuffs on enemies, but also things like how long a frost bomb takes to explode.
