I don't think that is how it works. Advanced and Expert just means they have higher base stats. A advanced armor is the same as an expert armor but the expert armor will have more armor/evasion/ES. It sounds like you are talking about the unidentified item tier system where some items will say "Tier X" (X from 2-5) before you identify them.

Well that'll be why you're frustrated then, PoE 1 didn't have respecs (as such). If your build hits a wall, you make a new build with a new character. That's sorta the cycle/loop there. Push a build/character as far as you can, then start over with all your stuff intact once you can't push any further, or if you can't push without a specific unique you can't buy

Yes, you have hit the brick wall for you build. You are being signalled to start over with what you've learned. Levelling a new character is much faster every time you start over tho, you keep your gold and gear and gems etc for your new characters which makes it much faster. I cleared Act 1 in like an hour and a half with my second character, should be pretty easy
