Once leagues actually start (after 1.0), it's a fresh start where we all start new characters. A new league includes a new gameplay mechanic which may get added to the base game after the league. A fresh economy. And challenges for cosmetics. Once a league ends everything gets dumped to standard (which most people never touch again) and we all start again with the next league.

I just checked and the difference is that 25% reservation and the node the have in leveling gives you 3% more life

cuz the leveling point gives 3% life and the endgame reserves 25% of life

You can see what it does. Usually in acts/leveling you try to prioritize gear with life and it would be hard to find gear with good ES and also life. If you think your ES is high enough then sure you can choose the 25% reservation node over 3% life (I doubt it you would have enough ES to justify it but idk if you have been trading for gear etc)

e.g. 1000 life -> 750 life and you get 250/8 =~ 31 ES, def not worth it unless you have picked up a lot of % increased energy shield nodes that make it go to roughly 250

In PoE in general, people tend to play what works best rather than sticking to a class fantasy. Mercenary's Gemling has good compatibility with stat stacking builds, which have a unique Quarterstaff called Pillar of the Caged God that provides a lot of free damage, attack speed and AoE from stacking attributes.

I can mob clear acceptably but every boss and rare enemy I encounter requires like 10 solid minutes of attacking to kill and according to the skill DPS my highest damage option is my auto-attack with a speed and damage gem on it

That's a lot of skills. What kind of synergies do you have set up for doing damage? How's your weapon? Why not put the attack speed and damage support gems on the skill you want to be your primary damage dealer?

My attempt at good DPS has been mostly Wind Blast to build stun, then Staggering Palm to stun and trigger the projectiles from it, then spamming Tempest Flurry to take advantage of its high attack speed and drown the enemy in projectiles

And I do have attack speed and damage gems on Tempest Flurry, but... well...

Gotta read the skills more closely. Tempest flurry converts physical to lightning so you WANT physical damage on your weapon.

Runes are a whole different thing.

Words matter. Information matters in this game.

Just get a staff with more flat damage on it, and get some resists on gear. Buy gear from vendors, use your crafting currency, get lucky with drops, it doesn't matter how you do it. That's what you need.

Act 1 boss does cold damage, you need cold resist.

Some vendors sell sapphire rings, which give cold resists even before they have any "lines."

If you have a decent weapon and resists you should absolutely be able to beat him with the skills you have.

Also press Z and make sure you have item nameplates turned on. There's no way you played for hours and only found a couple items.

No, the item level and level requirement of the item doesn't directly affect damage. You're going to be getting better weapons as you go through the game, and the base types have higher level requirements, but it's best to look at the stats and damage and judge from that instead of the level.

Which one do you mean? Combat Frenzy requires an Uncut Spirit Gem, the other two should be in the Quarterstaff section.

They're somewhat rarer, but should drop randomly and can be obtained from various quests in the campaign. You get one from beating the boss in the Freythorn, in Act 1, and the one in the Azak Bog, in Act 3, the first time you do them.

Yeah the best thing to look for at the beginning is the level requirements. higher level requirments = better base; and unless you know what specific bonuses you want then most of it is a wash at the beginning. bigger numbers = better most of the time.
