Depends on how much you burn through mana. The amount of life recovered from a flask is also increased by that mod, and it's one of the largest increases you can get.

no the arrow you fire is projectile the beam comes from the projectile to create a new beam its essentially 2 things not changing its both a arrow to start then you hit a wall or enemy and then a new beam comes out while the arrow is still a arrow

Leech is almost always physical damage, I think. Lightning arrow does almost no physical damage. Unless you have a source of ele leech, I'd say it's definitely not worth it
