You can. I've found that specialization early (like, before level 12) seems to be the way to go, though. If I'm going a lightning build that requires level 20 to get online, I'm probably going to use a lightning skill that requires level 1 until I get there, and I would put points that align with the later game build.

It's less of an issue in PoE2, though

If you have the your gem tab open, you can swap between the two and see which gives you the higher tooltip dps. Having said that, melee is not for beginners in this game

Physical. Getting high rolls of flat elemental damage is hard. The lightning attack skills seem to only convert 80-90% of physical to lightning, so that 10-20% of physical can be used to leech life and mana, too

That's just my recommendation for getting started. If you do get high flat elemental damage rolls, it can be as good or better than a high physical roll. But again, it's hard and rare to get that.
