If you're talking about Enhance Effectiveness, the implicit bonus from stats are increased, such as health from strength, but stat quantity is unchanged. You won't get double strength, but you'll get twice the amount of health you'd normally would, if I'm not mistaken. I don't think this wouldn't help with dual 2 handed builds.
