You can report people who do this to you. I think there is a system in place meant to prevent players from doing this, but it isn’t perfect by any means.

yeah, you aren't able to place lava directly in the block that your teammate is on but it can still flow onto them
there are more effective ways that people try to teamkill with though like poison and explosions
I just wish there was a way to prevent teammates from killing your pets 😭

there've been a few times where I've tried placing lava under me while I'm being chased and won't let me so I've died

Easy solition: Track who placed the lava bucket that a player gets damage from and if the player is in the same team as you, don't apply damage.
Wait no that would make fights unfair because you would be immune to your own lava buckets but other teams not.
There is no solution for that problem.
But wait, you could apply damage if the player is in a fight which can simply be tracked.
