Sometimes it's hard to bow them if they built a skybase. The key here is to make your way to them slowly and using your mind.
Always carrying blocks and water buckets with you.
But first, of course, you should make a video to be able to report them, as they're breaking a rule if they skybase.
To be honest, I have seen more campers in Lucky islands with the shield wand rather than in Skywars.

this is because you play in fullscreen, if you go to settings and then video you can turn fullscreen off
