You use items like carrots to boost crops, saplings to boost trees and ores to boost ore growth
basically it just halfs the time it takes for them to grow
for a period of time

It has to be unlocked in order for you to use boost. I am not sure exactly when it's unlocked but I think it's late in the quest.
Like how you use anvils to repair tools or you can go to the SkyBlock hub and repair tools there. The same thing goes for activating boost after you unlock it
But you use something different from the anvil to activate boost

I am unable to place blocks in water without it lagging too much. For example walking backwards while leaving a trail of blocks behind is a fast way of laying down blocks in a line. Well I can't do that in water because it lags too much
