yes. however looking at what they did a year ago they apparently managed to clean up the code, making it compatible for new versions and achieved that new code can be added without major problems

looking at it tho, the ressource managment issue persists

a plugin for how items are supposed to stack on cc broke in december (which isnt just affecting skyblock but also bedwars and any mode they have itemgenerators in that constantly drop stuff), not fixed yet nor did it even get attention by the devs yet (ive been fighting since day 1 to get this fixed.)

new version with spears brought us glitchy mobs that dont like to stay inside their boundaries and glitch through walls now. that has at least gotten a reply in my bugreport a few days ago but also speaks for slop. then removing the spears, the literal only thing that can substitute for sweeping on bedrock, removed. people that have a spear cant repair it, the new enchants such as lunge dont exist (speaking of which older "new" enchants werent implemented in years, such as soulspeed, swift sneak etc)

well there are a few ways to modify consoles (however in most cases any pc with a gpu not older than 3 generations should be faster) but they all require to do at least some form of research and plugging in ur pc to the console so you can tweak around
