Its selfexplanatory but okay. U use 16-80 of the required payment to get 1-5 boosts, basically each boost costs 16 of a sapling/ore/crop depending on which boost type you want. The higher the itemgrade the longer each boost and you can buy them at the optimiser in the sb hub or with the optimiser block (1 mil in shop) that you can place anywhere on your island

How would time have anything to do with drop rate?
Fortune affects drop rate... for sure
Boosting reduces the time needed for crops trees and ores to grow/be ready for harvest
If something took 1 hour unboosted it would take 30minutes while boosted.
The amount of boosts you apply extends the duration of the 2x speed

Did you bother finding them spread across your island? They wont just spawn in your inventory
Also make sure noone else already took them or that you didnt break them with a full inventory and let them lie around til they despawned
