honestly you sound more experienced than me but from my understanding, it seems that it's only worth upgrading spawners for the sake of getting more xp. according to google's AI answer, the best way to get xp is through wither skeleton farms or through quartz and diamonds. therefore i don't think it's worth upgrading creeper farms unless you want to use it as an xp source. to be fair i've only heard that upgrading spawners don't increase spawn rate, only the amount of experience dropped by mobs. thus, i would suggest trying to create xp generators through the best options mentioned by google

if you don't have the nether unlocked because of the bug (like me) i plan on building a pig farm to generate a lot of money and then buying a lot of diamond ore because that seems to generate a lot of xp

Well diamond is the best ore for total xp, quartz is more moneyworth as it generates faster and is cheaper, same for emeralds yet quartz is moneywise better but generally just dont buy ores for xp atp, wait for the nether ug to get fixed its alot cheaper upgrading the spawners you get from there. 2-3 diamond spawners for 32-48 mil just isnt worth getting this little xp every 12h
