Simple. Max level is 20 overall for enchantments

Leggings and chest only have unbreaking, thorns and the different protections

While boots and head have many other useful enchants that need space

Basically the full best endgame set is:

Helmet: aqua 1, resp 2, fire prot 7, unb 10
Chest: prot 10, unb 10
Legs: prot 10, unb 10
Boots: depth strider 3, blast prot 7, unb 10

The reason we use 7 levels of both blast and fire prots is due to the extra bonuses they give, for example fire prot lowers fire tick time (0 ticks at level 7) and blast lowers explosion knockback (no knockback at level 7)

Basically. Mobs on cc check to see whether there is an avaliable space for them to spawn, it checks the hitboxes to see if there's ground for them to spawn on (the gates). Then it checks bounding boxes to see if it would collide with anything (open fencegates dont have a bounding box and the inbetween of gates are big enough for creepers to fit)
