Spawners on cc don't have a specific spawn timer but rather they have a cycle timer of which each spawner has a probability to spawn from. Basically it'll always spawn on the cycle timer tick but it wont always spawn on that cycle, only a chance
That % chance increases depending on certain factors too so it's not a flat%, for example spawn space, mob cap, ect.

Technically not an exploit. Its just a feature than never got removed after the pocket edition port
It's only in the game due to when mobile edition didn't have crouching so they had to do that to compensate and bedrock uses mobile edition code so it kinda just fell into it

bedrock edition cc skyblock has used a merged version of javas code since 1.19. when you click on the hopper minecart, it tries to craft using the ID of the hopperr minecart on java which is ironically the same ID as bedrocks furnace minecart, so in bedrock it takes the java ID which is obviously wrong turning it into a furnace minecart
