Fortunes on any tool will apply to any object, so long as the tool you use can make the object drop items.
(Eg: Fortune on a shovel won't increase the chance of getting more coals)

I tested this with a shovel on melon, and it worked.
Additionally, silk touch on axe works on leaves... Weird.
