Well the process is easy by itself

Sneak and very slowing without moving ur head (in mc) and approach them with cod in ur hand

As soon as u can, feed the cod and you'd be good normally

If they don't run away when you're walking fast, they're tamed. Pick up spawner and place somewhere else to spawn more kittys.

Make a simple water based overworld dropper exp farm with level 50-60 witherskeleton spawners and a smite sword for a basic one.

If you want to go for advanced you can delve into using bubble columns to bring them back up to 127 blocks repeatedly and keep redropping them to allow for higher level witherskeletons spawners effectively turning into a way faster exp farm

You can choose. Ones obviously harder to make than the other and more expensive

Or if you play java, you can go as far as making a creeper explosion sweeping edge based witherskeleton dropper
