as far as i remember no, smooth stone slabs yes but not smooth stone blocks

stabs were added before the block i think and before stone slabs were a thing stone blocks were crafted into smooth stone slabs

Too many hoppers can cause lag, but also make sure your render distance is too high, not too many tile entities, fancy graphics and leaves off, and maybe even lowering your fps limit
