When minecraft checks for a spawn space. It checks the middle of a block for enough room (for closed gates this would fail) but if it fails, it then checks the corner of the block for room. The gap between closed fence gates are 0.75 and creepers are 0.6. This allows it to be a spawnable position for a creeper, and because all the blocks in the box are inhabited, the cubecraft block rule still applies even though it spawns the creeper on air. Pigs are 6x more efficient for price to performance. So you start with them until you get 700 spawners. After you have 700 spawners then you switch to creepers after you have 300+ creeper spawners

Then overtime after you start grinding those 300 creepers spawners. You max those out to 700+
