They're generally more so event based or rewards type of thing in Java it was mostly for attending minecon though other capes are made for specfic person like translations and eta in bedrock there are bascally 3 well capes u can use on any skin but 1 is for mojang employees and possibly by extension microsoft though can't comfirm that.. The other two bedrock has are like Founders and Pancape which aren't accessible anymore. Pancape was used for Windows 10 demo i recall (and then gave it out regardless someone used it or not at the start) and founders cape was during like a 2019 event for minecraft live which was temporally at the marketplace

you can launch multiple version of mc and they are in separate folders, and you do not need admin permissions to edit the game files.

so its as simple as dragging and dropping persona packs

and make sure you have a persona bypass pack imported to see custom persona skins
