Not all the time lmao. It depends on both player's level of skill. If you take two new players, gave one a mobile and one a pc, sure, pc player gets an advantage.

Take two veteran, skilled players that are masters of their respective input method, and the input method genuinely doesn't matter.

With enough teaining you could become a genuine pvp legend on a samsung smart fridge. Input method isn't an excuse.

PC has definite advantages such as being able to quickly switch into 3rd person, hotkeys, none of the FOV being covered up by hands which is especially annoying on phones and bridging and block placing in combat is way harder on mobile. Mobile players being able to tap people results in their screen being partially covered up near the area of combat. The ability to easily precisely turn and bind hotkeys outweighs the aiming advantages of mobile. ie I could bind the extra buttons on my mouse to left click to inflate CPS.
