And secondly, do said texture packs give you:
shader compatibility
dozens of mods such as keystrokes, ping counter, cps and fps counter, and more
connected textures
a wider variety of graphics settings including but not limited to dynamic lights, fog on or off
a zoom key
increased fps (actually proven to increase fps, not just "fps friendly" in the title)

If the answer is no then they are not lunar client and optifine

there is no official optifine for mcpe, neither is there a lunar client

the closest to lunar client is onix client, which is not available on mobile

and if there was a client then it would be a client, not a texture pack
