I have several shops and kiosks with no one working at them, even though I have plenty of cashiers just walking around. Despite the fact that almost all of them are idle, they're all losing happiness.

Yeah that's a failure of the game's tutorial imo
It's not idle time they want, it's breaks
The fact that they're not doing jobs when there are jobs to be done, that seems like it can only be a bug.
