A Custom Anchor won't do what you want it to and that function certainly won't receive random events.

Something like this would be the quick approach right now, but I think that the ability to do this without the Custom Check in Conditions will be coming in a future update.

I'm purposely trying to avoid using addons for nameplates as those tend to be inefficient especially in raid setting. As for the weak aura that @chrome salmon created, It is using much more resources compared to one I created (results would be even worse for your weak aura in something like raszageth balls). I'm not saying mine is optimal, but it does what I want to and is not wasting as many resources. Here is the report summary on dummies in valdrakken for 20s:

Besides, IIRC, weakauras profiler can attribute checks used by different auras to one other aura. That might be what you're looking at here. If you want a true comparison, you could compare them one by one without other auras. One report for aura A, and one for aura B.,
I only made one because the one you posted doesn't do the job.
The Custom Anchor doesn't refire when you change targets.
There are potentially more efficient approaches. I said that the one I posted was the quick way to make something that works. Quick, in this case of me hopping online and making something, meaning least code required.
The truly efficient way would be a custom trigger.
A Watched Trigger on a health trigger might be more efficient than the quick method I used.
If the UnitIsUnit thing that Buds was looking at does go in to the built in settings, then it would likely be similar efficiency to the Watched Trigger method.
For me it seems to be working as expected.
I did a quick check earlier, because the Aura has some unused Actions code as well as some dead Conditions so it isn't clear from the Wago table exactly what's going on, and it worked as I expected, not reanchoring on target switches.
I hadn't realised that you'd made the Aura as the name on Wago doesn't match. I would've been much more diplomatic with my comment if I'd understood that.
If you have something that works then great, but I suspect it may be relying on behaviour that may not be entirely consistent
