Icons use the Blizzard CD widget. That doesn't have an option to change behaviour in the way you want.

Icon IDs are different than Spell IDs. You may view those on Wowhead through https://i.imgur.com/Wm3E2Ds.png
Or just use /dump GetSpellTexture(spellID) in game
