My setup should look like this:
Lava Burst should be displayed first with the stacks without a recharge timer. When Lava Surge proccs, the icon should come to the foreground and be provided with a timer. How would this be feasible?

to clarify, that doesnt show you the stacks of lavaburst, but the stacks you have of the non stackable buff there, which is 1
you can hide the text with a condition when trigger 1 is active
and add a fancy little glow

in the current state, I am always shown the stacks of lava burst. However, I only want to see the stacks when lava surge is not proc'ed. If Lava Surge procc, then the stack display should disappear and the timer should start.
