Having reviewed the screenshots
I have a suspicion about what may have happened
I think that at some point you may have installed those modules while Foundry VTT was running as administrator- which prevents you from overwriting or deleting the files
When installing a module, if FVTT encounters files that already exist it will attempt to overwrite them- if it cannot, it cancels the install
the following steps should resolve this for you
- press windowskey + R
- In the run window, paste:
%localappdata%\FoundryVTT\Data\modules
- Locate the coriolis-core-rules folder and shift-delete it.
- Repeat for the vaesen-wicked-secret folder
- You should now be able to install the modules in FVTT again

And this doesn't occur with any other modules (that you've seen) beyond the free league ones, and only occurs on your local install?

This may be extraneous information, but the first occurence of the error came when after I did a fresh install after the first v9.2 patch, and none of the other modules installed at that time had this issue.

Humor me, rename/move that FoundryVTT folder, blank slate as a test.
Spice's guidance is sound and is probably a good test. Just the FoundryVTT/Data folder is sufficient

...but only because I still had the foundry app up. Went away when I closed the app.
I...don't have a good answer for what would cause this. Try spice's full suggestion- move everything, not just the Data folder

Nah, just the %localappdata%\FoundryVTT folder. Shut FVTT down first

They were located in data/modules, but only as long as the foundryapp remained opened and I couldn't access them (access denied)
When you launch FVTT, you are not launching it as administrator, correct?
I am not selecting anything. THough it was never an intention to do so, is it possible I hit a setting to always open as admin

right click the FVTT shortcut you're using to launch and verify it doesn't have compatibility set to "Run this program as an administrator"
That option is not checked
Well. Let's go find the file they're the error message throws. Navigate to the path given, right click on the file, and go to properties, show me security tab
IIRC win10 read-onlies all folders in and under appdata by default

i'm afraid i don't have an answer for why this is happening on your PC- and i have a meeting looming. I'll ponder it while i'm gone and see if someone else can tag in to assist

So it's back to a weird permission error. You could set the path to something in the root C drive and it would probably work too
Is it a work computer?
yeah, put it in my documents folder. It's a general use. I'll be getting a proper gaming rig eventually.
Documents is also user protected which can lead to permission issues
So this morning when I did everything, it was still my night so there's a chance (pretty good in light of this success) that I forgot to save changes under congifuration

and it won't run from dropbox I expect?
Also if you have on drive setup windows tries to sync the documents folder which will cause all kinds of issues
Do not place your user data in any location that is automatically synced it will cause all kinds of problems

That should do it. What do you mean by "general use?" Just a shared family computer? If it's a machine that is used for work then there may be other settings at play also
Personal use. I don't recall doing anything in particualr, certainly not recent enough to affect the module install
