Nice, so cool. Is this going to be a specific module or is it directly implemented in Crucible?

Not a fan of the death cone. Maybe rotate the skull to face the targets and have it move towards them slightly/zoom in? /shrug
Face the targets? I'm not sure what you mean, given that the target is the cone?
The skull faces away from the caster and towards the target instead just up.
One thing that I'd suggest considering, it may be worthwhile to treat a certain animation as the canonical "gesture" instead of using a different animation for every rune with that gesture.
In the future there are going to be lots of iconic spells which might rely on a special animation to differentiate them from the base usage type.
We're obviously limited by the assets that JB2A have available, but who knows, if this project continues to gain some traction maybe we can get a bit of cooperation from them with it 🙂
That would be ideal, yeah - Though, I think it might be hard to represent the arrow gesture through a single animation given that Control Arrow and Earth Arrow are vastly different elements

I'll attempt consolidating them into the same animations in any case
I'm curious what earth fan would look like 
maybe something like that
although it deals acid damage so that's a little tricky
could always get adjusted
