If you unlock the tools, then you can customize the categories by right clicking on the button. Setting the Custom Width super low will force them all into a column. Setting it to a grid will force it to two rows of three (just how it works for 6 items), but the names will be truncated for the longer the ability name(s) (the characters per word input may help with that but I haven't tested it at all).

(so since these are just in the order the system has them (3 physical then 3 mental) it should be super easy to just change the setting to whichever you'd prefer)

Sure. Splitting them to two rows at base is IMO desirable tho, since currently, at least for me, it renders with 5 of them on first row, and final one on second.

Yeah I agree. I would have liked to use the grid setting by default, but it truncates the text and that's less desirable. I didn't try the character count setting because that's a newer option with one of the recent Core updates

Maybe, it might be possible I can just translate all the strings, count the longest, and set it to that.

5 is a hardcoded value. It was done a while ago, but I think the intention was to avoid actions wrapping too much causing the list to use more vertical space than the available horizontal space. Otherwise, it aims for the square root to create a block.

If you set a custom width, then it'll ignore it and just wrap at the width set. So, you could set a custom width to either have them all in one row or wrap at the third action.
