The most important thing to do before trying to get started is to make sure that your game system provides a way to manage Active Effects. Beyond the system telling you that Active Effects are supported on their package page- the simplest way to know if they are is to check Actor and Item sheets to see if there is a tab called "Effects".
I did take the time to verify-- a majority of game systems which use active effects do provide an 'effects' tab on an actor. Though i understand this is not always the case it is is a good indicator. There is no universal indicator that a system supports active effects, hence the caveat that without the system outright stating it supports active effects there aren't a lot of ways to identify if it does or not
