ok let me check my pathfinder instance 1 second
In the new tab "Lich powers" there is no power point pool. When I click on the button in the chat card, a pool is created on the actor. And even then, no points are taken away when I do spellcasting. However, I can add and subtract power points to/from the character sheet via the chat card at will.
These have different value than in Powers tab (3/10 vs 1/10)
Maybe due to an unlinked token actor?

i just tested with the lich from the bestiary and it worked as expected

so when you hit subtract it should adjust the value
in the chat card there is a refresh button to update the power points level if it didn't update correctly

But when clicking, shouldn't the value of the PP Cost be increased instead of the PP value of the Actor?
you can also modify the pp cost. say you roll Spellcasting and fail, you can change it to 1 then hit subtract and it will only take 1
or if you add power modifiers you can change the value
so the PC sheet drop down of the power is showing a different value than the chat card?
hit subtract 3 times reduce 1/10 to -2/10 but 3/10 is unaffected.
Yes, and hit subtract on chat card affect the one on drop down, not the one on chat card.

i think there is an issue with the drop down instance. I'm seeing issues there as well.
the chat card seems to work correctly to show the value even if you use the in character sheet roll
in my case I don't even see the spellcasting power points on the quick access drop down.
i'll file an issue and investigate

It used to work correctly before I updated to SWADE System 2.1.2
that is probably because of the change of default power points
