I asked him, and he said he's used to 144HZ and then look at 60HZ and you can see it with the naked eye...
maybe it's software related? for example, logitech has it's g hub software which allows you to customize your mouse settings independently for every game, the app will detect the game you're playing and change the config to that game's profile
as for video settings, this is a first for me, never heard of anyone having this issue
all i can think of to prevent going from 144hz to 60hz is to put -windowed and -noborder as launch settings for snev poop in steam, that way the game will work at whatever refresh rate the monitor is at that moment
he could try fps_max 144 and fps_override 1 in console. that's all that comes to mind

yeeeey that's it then. in ghub, he should try to lock his desired config as default, to prevent the software from changing it when launching games. as for the asus side of things, i'm not familiar with it so he'll have to look into that by himself
but yes, now that i think of it, some monitors have features similar to g hub's, they'll automatically change their settings based on what you're playing

I believe that happens due to how Valve implemented mouse acceleration in the game client, it pokes at the system's mouse settings when the game is activated/deactivated.
You should be able to disable that with the -noforcemspd, -noforcemaccel, and/or -noforcemparms launch parameters though. In theory at least. 🤔
