you already have an account made the second you made your first ticket through email. you should only ever use the email that is (was in case of scam/hack) attached to the account you are reporting for. The support site is a separate account from discord.

It's a bot using whats called "reaction roles", or selecting a reaction and the bot gives you an assigned role from that. The role it gives allows access to things in the server, making it so you have to agree to the rules by selecting the reaction, the bot gives you the role, and you have access to the server!

I'll never give money to Discord, they screwed me over hardcore once, long story short someone joined my server with a profile saying that he was 11 years old (in a foreign language). I translate it and posted the original, put in in a post in public and asked him if it was true. He played games with me so I banned him and then reported it to Discord. I assume some Discord bot came to my server and actually sent me to detention - it saw the words that I had QUOTED and assumed I said them.

I screenshotted this multiple times and explained to Discord staff multiple times that I was QUOTING someone. They did not care and simply told lies that I was talking about myself, despite the evidence to the contrary. They refused to even address what I was saying. They said that I could redeem myself if I provided some very personal information which I refused to do. (I had already verified a cell phone number for my Discord account). Everything I said was in total civility. They then banned me because I did not provide them with more personal information.

Deleted my account, I should say, not banned, and poof went all my contacts that I built up over years.

As well as control over 4 servers.

It is when they though you were underage, and then refused to correct the information. COPPA has many restrictions on the data you can collect, and discord wants to deal with none of it. If they even have a whiff you might be under a specific age on COPPA they will delete the account if you refuse to verify your age.

so that's the viable approach when you have to deal with massive userbase

first Ban/suspend then ask for redemption proof, and it lies with the affected to decide whether they want the account re-instated.

You conflate two things: the law and Discord policy. I'd also say you conflate two other things: Discord policy with Discord enforcement of that policy. The first two are definitely different and the second pair are arguably different. The fact that several Discord reps considered it to be mandated by law to demand that I provide photo ID because I quoted an underage person and asked him if they were underage, does not make it mandated by law. And the fact that those customer reps enforced their policy the way they did also does not mean that it was Discord policy. The situation demanded interpretation, and they interpreted the situation by ignoring most of the facts.

Well again the whole whiff of Person X being underage is that Person X quoted someone who said they are underage, asked them if the quote is accurate, then banned that person, then reported that person to Discord. I think that's a pretty strange whiff of Person X being underage. They made the choice to ignore the facts of the situation, which implies something completely illogical: that some person A put their own admission of being underage in quote tags, asked some other person B if the admission is true about person B, then banned and reported B for what person A stated about himself. They chose to believe in something that made no sense.

Also for future reference, the ‘accidental report’ is an often-used scam, first person was most likely in on it. If you ever get a message like that, contact support yourself, NOT the person they ‘recommend’ as they likely work together to scam you.
