It's not a fixable bug. When you try to apply certain settings to a file (i.e. lower resolution) that's already been compressed, then it can raise the size as the data of the file increases, especially if other parts of the file are incorrectly set at high settings, so your device is tricked into thinking a file requires more space than actually required

The solution to the problem is to hecking turn it off

Like H246 videos getting converted to different and more expansive formats

I do understand why file compression is a thing. Discord isn't a cloud storage service, and they don't want to encourage being used as such. Also, ofc, they have to pay for the server storage costs so anything to reduce the storage is a plus on not having to pay as much to Google/CloudFlare/whatever

You might be better off DMing @fair tree or contacting discord support directly if you want a mods comment. But the short answer is, it does break with Discords ToS. BD is not affiliated with Discord so it doesn't really matter if it's created by them or by anyone ells. The problem is that the ToS is pretty generic on this, stating that modifying Discords client in any way is prohibited. BD does just that, it modifies the Discord client. The long answer and not one i suggest, but many people will state that there are no records of people getting banned for this

It is also believed that they use Electron for the desktop application.
RN and Electron is compatible with "all" platforms (iOS, windows, android) with some specifications for the each OS. it should all be basically the same

You can disable the default keybinds by creating a new custom one that uses the same keybind.

It would probably void the partnership application, as the partnership Code of Conduct mentions that partnered owners aren't allowed to transfer their server without informing Discord's community team. This is purely speculative though, you should submit a support ticket to the community team to get a 100% correct answer.

I understand your frustration, but logically, it would be a very bad idea for Discord to introduce an option to “send anyway” or report something as a false positive and send anyway. That would 100% be abused be anyone and everyone, effectively rendering the filter useless.
