I have a problem with an Ender 3 V2 I am working on. I am having an error that says the "nozzle temp is too low" while printing. I have both tightened and loosed the thermistor, replaced the thermistor, ran and mpc autotune (which is just better pid). As it is printing I actually see the recorded temperature decrease so I am not sure if it is actually a heating problem or a thermistor reading error. Any thoughts are much appreciated.

It sounds like you have already done a lot of troubleshooting steps! Since you've already tightened/loosened the thermistor, replaced it, and performed an autotune, the issue may indeed be related to the heating element itself. You might want to check if the heating element wiring is securely connected and not damaged. Additionally, make sure the heating element itself is functioning properly. If the recorded temperature is still decreasing during printing, it's likely a heating element issue.

Have you changed your duct in any way from stock?
And are you putting the silicone sock on the hotend?
It could be the fans blowing on the hotend from poor duct design or not having a sock and sucking heat away faster than the hotend can heat

I do not have the sock on right now. I will put it on and see if that remedies the issue at all. It is the stock hotend. The only thing different is a hardened steel nozzle.
I have also changed the heating element. If the wiring is bad how would I know because everything looks fine with good connections.
