My printer wont extrude while printing

I think this is caused by the tension as the filament is fed into the extruder, as the filament doesnt have wheel marks from the extruder (as someone else told me). I am not sure what I can do to fix this, as the tension arm is on max tension. Also, it does sometimes extrude when I use the extrude function. I have an Ender 3 v2 neo.
