I have a problem with my ender 3 but i have no clue what might be wrong. Yesterday my printer stopped running during a print (I was printing PLA at 200 degrees). I went to my printer and it showed the outage recovery screen when i didnt have a power outage. When I pressed resume print, the bed heated up fine, but when it was time for the extruder to heat, my printer beeped for a few seconds and then returned to the outage recovery screen. My extruder temp showed -14 degrees at that time when the temperature should have been around 22. My printer is connected to a surge protected outlet.

It seems like you may be facing an issue with your 3D printer. Here are a few potential troubleshooting steps you can try:
-
Double-check the connections: Ensure that all the cables and connectors are properly attached to their respective ports. Sometimes loose connections can cause communication errors between the printer and the controller.
-
Check the thermistor and heater cartridge: The issue could be related to a faulty thermistor or the heater cartridge for the extruder. Inspect the wiring and make sure they are firmly connected. It's also a good idea to measure the resistance of the cartridge and the thermistor if you have a multimeter.
-
Update or reinstall firmware: There are instances where firmware bugs can cause unexpected behavior. Try updating the firmware to the latest version or reinstalling it to rule out any software-related issues.
-
Inspect the power supply: Although you mentioned the printer is connected to a surge protected outlet, it's worth examining ...

The -14 degrees thing makes me think it must be a broken thermistor. But I'm not sure why that's bringing up the power outage screen.
