when i try to use f3 and lets say T to reload texture packs it doesnt work 9/10 if anyone else has had this issue and knows how to fix this problem please let me know

How did you setup your f3 key? With mod tap, fn layers, replaced a key with f3? I have never encounter this issue. You might also be doing the order incorrectly ( t + f3 instead of f3 + t without realizing)

no i press the buttons in the right order and the only thing i changed abt my f3 key is the acuation

I assume your using 80he. Either way wooting allows you customize actuation and deactivation which might be causing your f3 to not respond since you your deactivation is probably setup incorrectly. Idk might help if you send screenshots of your wootility profile layout to diagnose your issue further
