alright, i just now noticed this three days ago and i have now idea how long it was like this. so my up and down arrows don't work when i'm holding shift but my right and left do. at first I thought it was water damage because I had a leaky ceiling right beside my keyboard but everything worked fine since i can still put in forward slash, and then after that i thought maybe its because I updated to the latest version of the wooting in the wootility app but i kinda dropped that and went on to my next idea. I then try resetting my keyboard but that also didn't work, my friend also doesnt know whats going on so i came to here and see if anyone else got any idea on what's going on. i guess its not that big of a deal if its just shift + arrow up or down but just in case i want it to be working so its not a bother in a later use. sorry if i explained it bad im not really good at this

There's probably a program running that uses Shift + Up/Down as hotkeys. Try closing programs one after another to find out which one it is
