It's not the button itself, when I swap the bind with a different key the different key works and these two key inputs still put out doubles

Not the exact same issue, but since you say rebinding helps then it's probably a OS setting

so i found out that the dead keys are disabled somehow, didnt change language or anything
when i swap language to english qwerty it works, when I swap back to german (not german ibm or swiss german) it doesnt work..
