An order only ships once everything is in stock.
If you've ordered a preassembled keyboard instead of a module (and it is ANSI), then keycaps will be preinstalled. Otherwise not.

so for example, if i were wanting to order an ISO (UK) one, it wouldn't come pre-assembled?
however, the module and keycaps will come shipped together when the module comes into stock?

ISO never has keycaps preinstalled.
A module is never preassembled.
Everything in an order is shipped together once everything is in stock.
