Very odd - This behaviour is typically due to mixing analog and digital inputs at the same time, basically the game is constantly switching back and forth causing framedrops.

I would have thought OW2 supported analog fully, since OW1 did. You can try disabling the gamepad functionality in Wootility under Settings and keyboard and see if that helps.
