So the situation so far is Alex shipped to me with a value of $300 and listed it as a return. UPS treated as imported commercial goods and charged $191.02. I called UPS to dispute and they told me I had to contact the international UPS dept. I did and they said I had to fill out a new commercial goods invoice and explain it's a repair/return and not a purchase. I did that last week and got a confirmation email that it had been uploaded and would take 24-48 hours to be corrected.

Then yesterday when it was out for delivery I noticed it hadn't been corrected so I call the int'l dept back and they said that the only thing they do is upload/attach my document to the shipping info and that I need to email a different group called the UPS brokerage team (they don't have a phone number apparently) and ask them to expedite the review of my new documents and that it would take 24-48 hours. So I did and today it still wasn't updated so I refused it again. Now we keep waiting.
