I heard of AMD-Intel stuff, like the one they put into a NUC before

nvidia laptops are typically paired with Intel CPUs and they have software/firmware (my brain forgot) called Optimus that runs along with their usual engine software to manage cpu and display settings, but nvidia also has their own control panel as well. But Intel's Optimus is an automatic thing where it will make sure to switch between using the CPU and GPU to ensure energy and battery performance. cause, yeah, if you aren't gaming on your laptop it really sucks to have the battery die in an hour.

I had a hunch, cause those are graphical software, that the issue was intel's settings. I check both intel and nvidia's control panel and most assuredly : the software was assigned to use just the cpu for rendering graphics. quick switch to the gpu solved it.
