With a really good developer you could certainly do it, but a dev that skilled probably isn't making games and would fetch an absurdly high price.

Especially doing it for someone else.
Steps were: run installer > log into a throwaway microsoft account, go through all the bs steps, press no a million times > create another account, I don't have their microsoft account, create local account, logout, loginto the new local account, remove the throwaway account.
