Pressure sensitivity and/or electro...uh... something. Basically it can feel you're pressing it somewhere specific due to electrical currents that the fingers are interfering with. This is also why you often can't use gloves or mittens on touch screens.

Devs must send an email to Epic to enable it on a per game basis
If using EOSEAC then theoretically this is all that needs to be done, with legacy EAC they have to add a magic file as well
