Yes the fans always ramp down because you care about power draw
For one case lowering the fan speed doesn't matter but when you have 10,000 cases lowering the fan speed matters

But it is also a protocol - Which tops out at those 550MB/s or so.

I jumped into the game for 10 minutes and with my 5800x/6800xt build was getting 130-144 fps with RT on and Ultra Nightmare preset at 1440p. It ran really well and looked good too. With RT off I normally got 200fps which is way more than I needed anyway so this is the first title I recommend playing with RT on at only a 30% frame cost. It was only 10 minutes in a map in the middle of the campaign but opened or closed environment did not seem to have a major impact
