TressFX vs hairworks was very much focused on the respective card strengths at the time.
Nvidia had more tesselation power so hairworks used that, AMD was much stronger on GPU compute so they used compute shaders.

However as AMD cards could still run a fair bit of tesselation Nvidia just decided to go to unreasonable levels of tesselation on the witcher 3 at least.
